Republicans in the Legislature have been trying to enact such a measure for more than a decade; opponents are worried its unclear guidance on enforcement could cause cause public harassment.

The Texas Senate passed a bill that would require government buildings to only allow people to use bathrooms that align with the gender that was assigned to them at birth.
